About the Role
Job Purpose
The Head of Programmes and Advocacy is a senior management position responsible for providing strategic leadership, oversight, and coordination of LEGABIBO's programmes and advocacy work. The role ensures that all programme interventions are aligned with the organisation's strategic priorities while advancing legal reform, policy influence, health equity, movement building, community empowerment, and organisational sustainability.
The successful candidate will lead multidisciplinary teams, strengthen programme quality, cultivate strategic partnerships, contribute to organisational growth through resource mobilisation, and represent LEGABIBO at national, regional, and international levels.
Key Responsibilities
Strategic Leadership
Provide strategic leadership and oversight of all organisational programmes and advocacy initiatives.
Lead the development and implementation of departmental strategies, annual operational plans, and organisational workplans aligned with LEGABIBO's Strategic Plan.
Serve as a member of the Senior Management Team and contribute to organisational strategy, planning, governance, and institutional development.
Programme Management
Provide overall oversight of programme implementation, ensuring quality, impact, accountability, and compliance with donor requirements.
Supervise programme planning, implementation, monitoring, evaluation, learning, and reporting.
Strengthen programme systems and foster a culture of innovation, collaboration, and continuous improvement.
Ensure effective coordination across programme portfolios, including health, advocacy, policy, legal reform, community mobilisation, research, and monitoring and evaluation.
Policy, Advocacy and Legal Reform
Lead the organisation's national advocacy agenda to influence legislation, public policy, and institutional practice.
Coordinate legal reform initiatives and lobbying efforts aimed at advancing equality, non-discrimination, and the human rights of LGBTIQ+ persons.
Build and maintain strategic relationships with government institutions, Parliament, independent oversight bodies, civil society organisations, development partners, and the private sector.
Monitor emerging legal, political, and policy developments and provide strategic advice to the organisation.
Represent LEGABIBO in high-level policy dialogues, advocacy platforms, and technical working groups.
Leadership and People Management
Provide leadership, mentorship, supervision, and performance management to programme staff.
Foster a high-performing, collaborative, and inclusive organisational culture
Identify staff development needs and support continuous learning and professional growth.
Resource Mobilisation
Identify funding opportunities and contribute to proposal development, donor engagement, and partnership cultivation.
Support donor reporting and ensure effective stewardship of programme resources.
Develop and manage departmental budgets and ensure prudent financial management.
Partnerships and Representation
Strengthen strategic partnerships with national, regional, and international stakeholders.
Represent LEGABIBO in conferences, meetings, consultations, and advocacy engagements.
Promote organisational visibility and thought leadership within the human rights, democracy, and development sectors.
Monitoring, Evaluation and Learning
Promote evidence-based programming and organisational learning.
Ensure effective monitoring, evaluation, documentation, and dissemination of programme outcomes and impact.
Use data and research to strengthen advocacy and inform strategic decision-making,
Other Responsibilities
Undertake any other duties assigned by the Chief Executive Officer consistent with the strategic objectives of the organisation.
Requirements & Qualifications
Qualifications and Experience
Applicants should possess:
A Master's degree in Human Rights, Law, Public Policy, Political Science, Public Health, International Development, Social Sciences, Development Studies, or a related field
Applicants with a Bachelor's degree and substantial relevant experience will also be considered.
At least eight (8) years of progressive experience managing complex development, public health, governance, or human rights programmes.
Demonstrated experience in programme leadership, policy advocacy, legal reform, lobbying, and stakeholder engagement.
Experience managing donor-funded programmes and multiple grants.
Proven experience leading multidisciplinary teams.
Strong understanding of Botswana's governance, policy, legal, and human rights landscape.
Excellent proposal development, report writing, analytical, and communication skills.
Experience representing organisations in national and international forums.
Knowledge, Skills and Competencies
The successful candidate should demonstrate:
Strategic leadership and organisational management skills.
Strong programme and project management expertise.
Excellent policy analysis and advocacy skills.
Experience in legal reform and lobbying.
Strong interpersonal, negotiation, and relationship-building abilities.
Excellent written and verbal communication skills, in both Setswana and English.
Financial management and budgeting experience.
High levels of integrity, professionalism, and accountability.
Commitment to Both and human rights-based approaches.
Ability to work effectively within diverse communities and multicultural environments.
